Before you begin your registration, please read the following information carefully.

Important Notes for Registration:

• You will need a PaperCept PIN and password to log in and register. If you do not have a PaperCept PIN or have forgotten your password, please use the following link to request a new one: https://its.papercept.net/conferences/scripts/pinwizard.pl
• Please have the PaperCept ID of your accepted paper(s) ready.
• (IMPORTANT) For your visa application to Macao SAR: Given the varying documentation requirements for different regions, please email the specific contents required for your invitation letter, along with corresponding information, to ieeemesa2025@gmail.com. We will assist you in preparing the necessary visa materials.
• Please have your credit card ready. We accept Master and Visa credit/debit cards, and Amex credit cards.
• If you encounter any difficulties during registration, please contact the MESA 2025 Committee at ieeemesa2025@gmail.com.

Registration Inclusions

Full Registration

• Upload of one (1) accepted paper to the conference system. An additional fee is required for each subsequent paper.
• Link to the downloadable Conference Proceedings.
• On-site attendance at all Conference sessions.
• Coffee breaks during the conference.
• Attendance at the Banquet Dinner.

Student Registration

Note: Student registration does not include the right to upload an accepted paper. To upload a paper, you must select the Full Registration option and pay the fee before the paper submission deadline of Oct. 15, 2025. Student registration will be available from Sep. 8, 2025.

Conference Registration Procedure

Registration will commence on Sep. 8th, 2025. To register, please have the following ready:

1. Your Visa/Master Credit/Debit card or Amex card details.
2. The PaperCept ID of your accepted paper(s).
3. Your personal PaperCept PIN.

We strongly encourage you to read the Registration Policy Notes below before proceeding with payment.

Please pay your registration fee first. The system will then automatically enable the final version upload for your paper(s).

The final paper upload deadline is Oct. 15, 2025. Please register early to ensure your paper is included in the Conference Proceedings.

Registration Policy Notes

• Paper Upload: A Full Registration fee must be paid to enable the upload of one accepted paper; each additional paper will be charged for extra $225.
• Page Limit: Submissions are limited to six (6) pages. Up to two (2) additional pages are permitted for an extra fee of 100 USD per each page. This page limit (6+2 pages) is hard limit. Longer submissions will not be accepted.
• Registration & Payment Method: Online registration and credit/debit card payment is the only method available.
• Credit/Debit Card Types: Only Visa, Master, and Amex cards are accepted.
• Receipt: A confirmation of your payment (Pro Forma Receipt) will be available for download from PaperCept at the end of the registration process.
• No-show Papers: Any accepted paper that is not presented at the conference is at risk of not being published in the conference proceedings. If the primary author is unable to attend, please arrange for a co-author or another colleague to present the paper.
• Refund Policy:
  Any cancellation incurs significant administrative costs. Therefore, the following policy will be strictly applied:
  • A handling fee of 10% will be charged for all cancellations.
  • Cancellations made after Sep. 8, 2025 but before Oct. 20, 2025 will forfeit 50% of the paid registration amount.
  • No refunds will be issued for cancellations made on or after Oct. 20, 2025.
    For any cancellation requests, please contact the committee at ieeemesa2025@gmail.com.
• A Note for Student Authors: If you are a student author planning to upload a contribution paper, please be sure to select the “Regular Registration” option. The “Student Registration” category is intended for participants who wish to attend the conference without submitting a paper.

Visa Application

After completing your registration and payment, please send an email to ieeemesa2025@gmail.com with the following information:

i) Your name
ii) A screenshot of your payment record
iii) Your paper title
iv) Your paper submission ID

If your invitation letter needs to include additional details (e.g., passport number) for visa application purposes, please specify this clearly in your email.

Limitation of Liability in relation to MESA 2025

MESA 2025 reserves the right to cancel the conference without notice or compensation in the event of any “force majeure” incident. For the purposes hereof, “force majeure” includes but is not limited to: acts of nature (fire, earthquake, flood); strikes; breakdown of facilities; government legislation or regulation; terrorist attack; or any other occurrence that renders it reasonably necessary for the organizers to cancel the conference. In such cases, the MESA 2025 organizers are freed of all responsibility, and no reimbursement of payments will be made.
